Strategist and CEO
Katoya Raquell Palmer is a systems strategist and cultural architect — and the founder of ToyBox Consulting & Management.
She builds the operational infrastructure — financial systems, HR frameworks, governance design, and accountability architecture — that lets mission-driven organizations grow with integrity. She's done this as COO of a $12M organization, as a three-time Washington State Department of Commerce appointee, and across budgets ranging from $300K to $24M.
